This is the kind of film you either find somewhat amusing, or completely vile.
In this movie, you get to see an ejaculating elephant, Mr. Green jerking-off a horse, and Rip Torn's ass. Oh, and Shaq lying in bed with Julie Hagerty.
I found a few parts hilarious, many others mildly amusing, and the rest either disgusting or just plain lame.
It might be worth renting if you have some good pot and a couple hours to waste. Otherwise, you'd be better off watching one of The Naked Gun flicks.

Gotta admit, I liked it a lot more than I thought I would but then I rented the DVD for $2 rather than spend $10 at the movies.
Tom Green's commentary on the DVD is probably the best thing on the commentary (and it's a movie that you do not need to watch first before listening to the commentary).
