Evan Almighty is the next chapter in the saga that began with Bruce Almighty. Steve Carell reprises his role as TV news anchorman Evan Baxter. The story begins as Baxter uproots his family from Buffalo to Washington, D.C. where he's about to be sworn in to represent his hometown in Congress.
There is a flood coming because the development the Baxters have moved into is a hazardous natural disaster waiting to happen. This development was only built because of an underhanded land deal bartered by crooked Congressman Long (John Goodman). Morgan Freeman reprises his role as God and intervenes as only he can and tells Evan that he must build an ark.
However, rather than surrender his powers (like he did with Bruce in the original), God uses them himself to implore Evan to build an ark. Initially, the freshman Congressman ignores this divine calling in favor of keeping his campaign promise to "change the world." But then he gives in. This is where hilarity is supposed to ensue, but the movie falls a bit flat because it fails to use the full potential of Steve Carell, John Goodman, and Wanda Sykes' comedic talents, as well as the overall talent of Morgan Freeman. With such a great cast, it’s a bit of a puzzler that it didn’t succeed.
However this release shines in terms of the amount of extras crammed onto the DVD. Highlights include deleted scenes and outtakes, both introduced by Steve Carell. The deleted scenes are funny, but were cut for time and because they didn’t advance the plot enough; however the scenes add to the DVD.

"The Building of Noah’s Ark": The featurette goes behind the scenes and follows the building of the ark, starting with its beginning as an artist's rendering to its final construction.
