And that's pretty much it.
The Commission will likely do nothing more, in its eventual findings, than recommend the kinds of reforms that have already mostly been implemented with the creation of the Department of Homeland Security. But the public nature of the hearings have had a major political effect: To take Bush's best issue away from him.
One imagines Bush's campaign team engaged in a rapid rewrite of the Convention speech in NYC. 9/11 will be spoken about not as a political talking-point, but as some sort of Act-of-God that Bush responded to as best he could.
I doubt he'll visit the graveyard that is "Ground Zero." I suspect he'll highlight the removal of the Taliban and Saddam, without getting into the gory specifics. I believe he will make the now-booming economy the centerpiece of his re-election campaign, instead of the War on Terror.
Bush's main hope now lies in Kerry's left-liberal record and Kerry's general unlikeability.
And maybe a few hundred votes in Florida...

Thats a no-brainer seeing as how its the economy that is currently the top issue to many Americans. Though the media loves to report the beating that Bush has taken over recent troubles in Iraq, they almost never report that Americans have far less faith in Kerry's ability to deal with issues like Iraq, Afghanistan, and the war on terror in general.
Therefore, it makes sense for the President to show the progress of the economy; but give that, he'll also mention 9/11 again as well. Partisans on the commission are eagerly trying to point the finger at Bush in regards to 9/11, but most people know that blaming the whole thing on a President who had been in office just 8 months is foolish.
All you have to do is ask if Democrats would have allowed state and federal officials to profile arabs who were boarding planes prior to 9/11 and the difficulty of preventing 9/11 becomes obvious. Liberals don't want us to profile arabs TODAY.
