So, this dude spouts off about all sorts of things in Canada, but when it comes to something he might be accountable for, well, he just gets all shy, the big dummy.

The often outspoken American ambassador to Canada will not testify at the Arar inquiry, a U.S. official told The Globe and Mail yesterday, an assertion that makes Paul Cellucci the latest in a series of potential witnesses to become a no-show.

"Our view is that it's not appropriate for foreign ambassadors to testify before committees of inquiry of nations other than their own," said a U.S. official, who asked not to be identified.

Just to clarify, a Canadian citizen, Maher Arar was kidnapped while on a stopover in the States, and was abducted to Syria, where he was tortured for almost a year.
