Yes, the USA has weapons and communications systems that give it unique advantages. Those capabilities don't just exist in a vacuum, though - they're closely tied to a specific culture that makes them possible.
As Glenn points out, even if you gave many of the USA's opponents the same capabilities, they wouldn't be able to use them the way the USA does.
