In real English, if a power isn't stated in the Constitution, then the power belongs to the states or to the people not to the federal government of the United States.
The federal government has been slowly taking over the rights and responsibilities of the states and people for hundreds of years. Do you recall the story about the frog and the boiling water? If you drop a frog into boiling water, he'll jump out quickly. If you put the frog in lukewarm water and heat it slowly to boiling, he'll stay there and die because the change is so slow. Americans are much like this frog. We'd notice if a huge change to take away our freedoms happened but because it happens very slowly, most of us don't notice or care to notice.

Dr. Baker's outstanding book, Tea Party Revival, is right on point. This book should be mandatory reading for every junior high through college-age students....absolutely every member of Congress, the Senate, House, and president should read and heed. Dr. Baker brings back to the forefront our founding fathers and the U.S. Constitution.
Read this book and you will discover what is happening in America; why we can not let the socialists win. We can not let Obama and his cronies run this country any further into the ground.
