The season finale have been very suspenseful and interesting. I found myself enjoying it much more after the second time watching it, perhaps you shouldn't be so quick to judge? As William Petersen explained, having built up the miniature story for so long, there is no satisfying way to end it with one, or even a two part episode, therefore it much be carried on the the next. I believe they chose the best spot to reattach in the next season. As with many, I found the identity of the miniature killer to be a very intriguing and complex character. There is yet to be explained about her and her motive. The "cheap shock moment" you were referring to is a part of explaining her character, so it does serves its purpose.
