It was originally going to be an adapatation of an adaptation of the play "L'Idiot" by Marcel Achard before Edwards decided to make it a Clouseau vehicle. However, it makes sense given the timing of it all - both The Pink Panther and A Shot in the Dark were made in 1964, and given that Clouseau had actually been part of the ensemble in the first film but so popular with fans, it is perhaps not surprising that they looked for another way to use Clouseau on his own. As for "Trail of," I think that's sort of the general consensus about how it feels.
