Loaded Burrito Triggers School Weapons Fears

Franklin D. Roosevelt taught us, "You have nothing to fear but fear itself." Fear, and a loaded 30-inch weapon wrapped in tinfoil and a t-shirt, that is.
According to USAToday and the AP, police in Clovis, NM, were called to defend Marshall Junior High School on Friday when a student arrived with the mysterious bundle, prompting fears of a Columbine-like shooting spree. Officers from New Mexico State Police, Clovis police and the Curry County Sheriffs Department were positioned on rooftops surrounding the school. The streets closest to the school, Main and Commerce Way, were blocked off, and the school was locked down.
The drama ended two hours later when the suspicious item was identified as a 30-inch burrito filled with steak, guacamole, lettuce, salsa and jalapeños and wrapped inside tin foil and a white T-shirt.The giant burrito was part of a school assignment for its creator, eighth-grader Michael Morrissey. "We had to make up a product and it could have been anything. I made up a restaurant that specialized in oddly large burritos," Morrissey said. Morrissey had wrapped the over-sized lunch in a t-shirt to keep it warm.
After the lockdown was lifted, 75 parents pulled their children from school.

Franklin D. Roosevelt, in his first inaugural address, said "...the only thing we have to fear is fear itself." I was able to confirm this reference after just a little searching with Google.
Many places on the Web attribute this idea to Winston Churchill, but even after using several different search terms, I was not able to find any reference saying when and where Mr. Churchill said such a thing.
But, I did notice an interesting correlation between the political stance of the site using the quote, and their decision of whether to credit the idea to Mr. Roosevelt or to Mr. Churchill. Bonus points go to the readers who can guess which speaker is preferred by right-wing quoters, and which by left-wing quoters.
