It is a backpedal because the DNC (which is chaired by Terry McAuliffe) sent out a letter citing the memos in there volunteer letter while questions were being raised.
Now they are saying that it is Rove's fault. Thus, trying to cut ties with the memo.

It is also a tacit admission that the DNC also believe the Rather memos are fake as hell.

Did Mr. McAuliffe feel the same way when his pal BJ Clinton was lying under oath, and to the American people, repeatedly?
