Is the Patriot Act a tool for "liberty at home"?

I saw this quote below and I was wondering what George Bush meant by needing "tools" for "liberty at home"? I thought the US Constitution gave us all the tools we needed.
"The real question is who's got a vision of peace and of freedom and liberty — liberty abroad and liberty at home, liberty at home being having the tools necessary to cope with a changing world. And that's really the question," he [George Bush] said. (From: "Bush: 'I am not going to come in second" )
Then I wondered, maybe Bush doesn't know what liberty actually means, perhaps he thinks that if America is under his command, and not ruled by fringe fundamentalist Islamic terrorists, than Americans have "liberty"? Doesn't Bush know that liberty involves certain inalienable rights?
Then I started to wonder if he meant that the Patriot Act was a tool for "liberty at home"? It would be just like George Bush to use something that curtails our "inalienable rights" and call it a tool for saving them. This is a man who has a "Clear Skies Initiative" allowing more pollution and who thinks bringing democracy to Iraq means installing his own un-elected ruler.
If the Patriot Act is George Bush's idea of protecting "liberty at home," it's just another sign that George's brain doesn't work the same way as a normal American.

Would that be the same Patriot Act that John Kerry and John Edwards both voted for?

Yup, there are some things about Kerry and Edwards that aren't my favorite things in a politician, but they are SO much the lesser of the two evils its not even close.
