True story behind "The Terminal"

The movie "The Terminal" is based loosely on a true story of a guy that has been living at Charles de Gaulle airport in Paris for 16 years. The story is bizarre, but the guy seems ok with living there. What I don't understand is why the police wouldn't make him leave, now that he has French paperwork. It sounds like an urban legend.
