Charlie was waiting for 'Helter Skelter' to happen, which is when the blacks would go to war against the whites... and win. Charlie's plan was to hide out in the desert with 'the family' while this happened. The problem was, the race war never materialized. So, Charlie decided to jump start the process. He did a couple of high profile murders, and wrote stuff like 'pig' in the victims blood. The thinking then was that these crimes would get blamed on the blacks (terms like pig were in the vernacular of the Black Panthers at the time). Problem is, those murders never sparked the race war either. As I mentioned up above, I don't really think Charlie believed this stuff himself. However, he was a delusiosional and narcisstic.
