The House bill, approved 391-22, would give the Federal Communications Commission the authority to fine broadcasters as much as $500,000 per violation and apply large penalties against on-air personalities who willfully break the rules.

Presently, the agency can only fine broadcast stations up to $27,500 per utterance and have to warn the individuals who violate the rules before a penalty can be imposed.

The bill "makes great strides in our effort to clean up the broadcast airwaves and return them to the decent Americans of our country," said Rep. Joe Barton, chairman of the House Commerce Committee and a Texas Republican.

Meanwhile in the UK, the commercial broadcaster is airing an ad which consists of nothing but swearing, including US teevee actors from The West Wing, Scrubs, Six Feet Under, The Sopranos, and yes, Ozzy, effing, blinding and cunting up the place for 90 seconds.

Channel 4 is to court controversy with a provocative advert littered with swear words in which the word "cunt" is heard nine times in the space of just 90 seconds.

The short film, which will feature only swear words, is part of the broadcaster's current series of trailers in which stars such as Jon Snow, Rory Bremner and Davina McCall are asked personal questions on subjects such as their favourite memories or biggest regrets.

The latest, the result of Channel 4's on-screen talent being asked for their favourite swear word, will be shown on FilmFour after 10pm from next Monday.
