<description>I have always thought the missile defense shield a quixotic goal. It is possible that it a goal worth pursuing even though it will never provide real protection for the technology it will generate, sort of like the space program. But I can&#039;t think of any reason why it should be exempt from &quot;operational testing.&quot;</description>
